Auto Insurance disservice for active military personnel

Good morning Randy,

Thank you for reaching out to the Office of Senate Majority Leader Winnie Brinks with your concerns. I'd also like to thank you and your son, David, for your service to our country! 

During the previous legislative term, Representatives Ben Frederick and David Martin introduced House Bills (HBs) 5648-5649, respectively, on December 15, 2021. This bill package would have allowed an active duty military member to register their vehicle in Michigan without having the condition precendent of carrying auto no-fault coverage if they could prove that they were stationed outside of the state. Unfortunately, because these bills did not advance during the previous legislative session, they are now considered dead.

There has not been related legislation introduced yet this term. However, this issue is something the Michigan Senate Democrats are willing to look into and work with stakeholders on. I will be sure to keep you updated on any progress.

Good afternoon,


I am writing to address what I believe is a huge disservice to our active military personnel who face month's long deployments and are stationed over seas. I am a Marine Corps veteran and my son David is currently on Active Duty in the Air Force. I'll try to keep this short and simple.  When David left for boot camp,  he asked me to sell his truck. Therefore I followed his wishes, sold his truck and had him removed from my insurance policy since he was no longer at home. At the time his insurance for full coverage was approximately $500.00. It is now six months later and he is coming home after his Tech-school. He asked me to find him a car. I made the call to the insurance agency to have it covered and was informed that due to his lapse in coverage they couldn't cover him. They had to farm it out to another agency The quote I received was more than double for minimal coverage. I then contacted USAA who gave me a quote based out of Moody AF base in Georgia where he will be stationed.  The quote was not any better for the least amount of coverage possible - $25,000 liability - the least amount of coverage available. Needless to say, this is an injustice and disservice to those in our military who are deployed and are stationed overseas as there is nor reason for them to retain a car in the united states when they may be stationed abroad for lengthy periods of time. There should be legislation in place that allows for active military to be exempt from exorbitant fees due to a lapse in coverage if they opted to discontinue coverage because of a lengthy deployment. I know many servicemen and women who have opted to sell their vehicle when being stationed abroad. Being charged large fees to reinstate any type of insurance upon coming home should be illegal.

I am asking each of you to consider presenting legislation that would protect our service members from being subjected to this type of injustice.
