It has been brought to my attention that there is no law in the entire state that requires pet owners to provide shelter for their outdoor pets.  It is hard to believe that there is no recourse to alert authorities to improper care for outdoor pets. We have severe enough weather conditions in the state that we should have a law requiring a secure weather resistant enclosure for any pet that is kept outdoors. I would appreciate some advice as to how to begin the process of getting a law on the books that does require some type of dog house for any pet that is kept outdoors.
