I’m deeply concerned by the Senate passage of the Republican-backed budget bill. Let me be clear: I voted no because the bill is horrible for Virginians and our economy.
This megabill slashes Medicaid, nutrition assistance, and other critical programs that Americans rely on in order to pay for massive tax breaks to the very rich. If the House passes this bill, at least 323,000 Virginians will lose their health insurance, at least 204,000 Virginians—including children—will lose nutrition assistance, energy costs will rise, and 20,000 jobs in Virginia will be jeopardized. And for what? To pay for enormous tax breaks for the ultra-wealthy.
Virginians deserve better than that.
That’s why I filed several amendments to try and improve the bill—focused on priorities like protecting health care access, safeguarding rural hospitals, protecting Americans from hunger, shielding veterans from mass layoffs, and many other important issues. Unfortunately, my colleagues across the aisle blocked them all.
Over the last several months, I’ve heard from many Virginians who have taken the time to share their concerns about this bill by calling my office or writing to me through my website. Your insights have been invaluable, and please know that I’m committed to doing everything I can to ensure all Virginians have the support they need in the wake of this disastrous legislation.

I’m sure you’ve heard a lot recently about the tax bill going through Congress. Unfortunately, if passed as is, the bill would be devastating for Virginia and our economy. Hundreds of thousands will lose their health care, children will go hungry, energy costs will rise, and taxes on the lowest earners will go up. Across the Commonwealth, everyday Virginians will suffer—all to give massive tax breaks to billionaires.
Here are a few examples of what’s wrong with this bill:
- Instead of focusing on giving tax breaks to middle-class Americans, this bill would provide massive, disproportionate tax breaks to billionaires at the expense of everyone else. The lowest earners—those making less than $15,000 a year—would face a 53.3 percent tax hike. Meanwhile, the top 0.1% would get a six-figure tax cut. The bottom 10 percent of Americans would see household resources reduced by 4 percent, while the top 10 percent would see resources increase by 2 percent.
- Massive tax breaks to the ultra-wealthy would add $3.8 trillion to the national deficit, meaning working Americans would foot the bill to line the pockets of billionaires.
- The Supplemental Nutrition Assistance Program (SNAP) would lose more than 20 percent of its funding—resulting in at least 204,000 Virginians, including children, losing full or partial food assistance benefits.
- More than 262,000 Virginians would lose health insurance coverage due to cuts to Medicaid and the Affordable Care Act.
- The repeal of key Inflation Reduction Act provisions jeopardizes over 20,000 new Virginia jobs from clean energy investments and risks raising energy costs for Virginians. If left intact, the average Virginian household could save between $520 and $1,190 in energy cost savings per year through tax cuts for home and appliance upgrades under the Inflation Reduction Act.
- Americans would lose access to Direct File—a pilot program created by the Inflation Reduction Act that allows Americans to file their federal taxes for free without making extra payments to tax preparation services.
- Our communities would be less safe because this bill weakens gun safety measures on gun silencers, which make it harder for law enforcement to locate and respond to active shooters.
- Pell Grants, which help students from middle- and low-income families attend college, would be reduced or eliminated for about two-thirds of current recipients, including over 99,500 Virginians.
It’s simple: this bill is a bad deal. We must fight this.
Some of my colleagues across the aisle have already voiced their concerns because they’re hearing from their own constituents about how badly this will hurt them. I will continue to push each of my colleagues to join me in opposing this bill, and when the time comes, I will introduce amendments to mitigate the harmful impacts this bill would have for Virginians and Americans across the country.

One of the best parts of my job is getting to travel across the Commonwealth to spend time with Virginians. This past week, I met with folks to discuss important issues, including the economy, workforce development, health care, Social Security, education, and transportation.
I kicked off the week in Danville, where I sat down with Virginia business leaders to discuss the Southside economy and economic development in the region. With these folks and throughout the week, I heard common concerns about the economy, the importance of creating good-paying jobs, and the ways President Trump’s tariffs have created chaos, confusion, and uncertainty. I share these concerns, which is why this week, I plan to force a vote in the Senate to undo those tariffs to protect our economy, provide more certainty for businesses, and prevent price hikes on everyday goods.
In Wytheville, I had an important roundtable discussion with older Americans, health care providers, and advocates on the need to protect Medicare, Medicaid, and Social Security. President Trump and Republicans have proposed massive cuts to these federal programs and others that Virginians rely on. If successful, Trump and Republicans would cause over 600,000 Virginians to lose their health care. I will always fight to protect these vital services for Virginians and all Americans.
On Wednesday, I started my day in Richlands to meet with participants and partners of the Reengagement Opportunities and Pathways to Employment Success (R.O.P.E.S.) program, which helps individuals in substance use recovery access resources and get jobs. These folks shared their inspiring stories with me and reaffirmed the need to support and expand programs like R.O.P.E.S., and the need to pass my bipartisan PEER Support Act, which would better support mental health and substance use disorder recovery. I was proud to secure $750,000 in federal funding for the Southwest Virginia Workforce Development Board to expand the R.O.P.E.S. program in the Fiscal Year 2023 government funding bill, and I will continue push for greater support for these vital services.

After, I traveled to the Christiansburg Library to hold a conversation with libraries, museums, and cultural centers from around Virginia. These places play such an important role in our communities, such as facilitating educational opportunities and providing broadband access for those in rural areas. But many of these places have recently lost federal grants, and the Trump Administration is gutting the Institute of Museum and Library Services (IMLS) and the National Endowment for the Humanities (NEH), which support libraries, museums, and cultural centers around the country, including the National Museum of African American History and Culture. I will continue to fight to protect critical federal programs that Virginians rely on.
On Thursday, I attended the New River Valley Station groundbreaking ceremony in Christiansburg to celebrate the start of construction of the station, which will extend rail service to the New River Valley. I was proud to extend passenger rail service to Lynchburg as Governor, support the expansion of service to Roanoke early in my Senate tenure, and secure federal funds for the platform study that landed on the location for this extension to Christiansburg to make travel more convenient and consistent across Virginia. I’m excited to keep working on this and work to extend service all the way to Bristol!
Then, I traveled to Roanoke to meet with members of the Ukrainian community to hear their stories and reaffirm my commitment to supporting Ukraine and democracy around the world. I told them about my recent trip to Ukraine, Poland, and Germany, where I met with government officials, veterans, non-governmental organizations, and U.S. military personnel. I’m committed to doing everything I can to continue supporting Ukraine as it fights back against Russia’s brutal invasion.

Virgina Political Representatives, The following is a quickly written and unedited original version of legal representation evaluation attempted contact. This message was sent to firms in several states, the date of sending will have to be retrieved from records, as they were online submissions directly submitted on law firm websites. Alternate versions of requests for case evaluations, where they were sent and on what days, can also likely be retrieved from records. I, Tiffany Anne Buckley am reaching a statute of limitations to take legal action(s) in regard to an injury sustained in CCP, Cumberland County Prison that was sustained from excessive force of a facility officer. Documentation of all official paperwork in regard to prison communication, obtained medical files (of which are currently missing radiology reports from the physicians and the ER reports, from UPMC affiliated person(s) and facilities), personally saved records uploaded to FB Saved Areas & Clouding options within Browser Profiles. Hard copies of extensive paperwork exist as well and are in personal current access. Obtaining the complete medical records has proven likelihood of interferences to the obtainment of all elements of medical files required to be legally released upon the completion of HIPPA forms and submitted to proper practitioners and facilities. Details of obstructions to the obtainment of the records, can be provided and may lead to identifying a source or sources attempting to apprehend the release of full records. At the current time extreme impoverished conditions, in addition to multiple thefts of personal belongings have limited personal productivity abilities in proceeding in timely manners. Public Sector violations in the state of VA, within social services and community services health staff members raises concern, in regard to a false diagnosis of Incompetence which occurred within the state of PA post the injury incident. Of which, led to no treatment occurring and during the visitations with practitioners of Orthopedics indicated signs of possible orchestration of person(s) of previous relations (possibly familial and/or military, of which details can be expanded upon). For this reason, attention to details of if the arrest which led to the injury was "false" and if the conduct of the public defender and judicial participants setting the bail amount (restricting release) and all other areas of misconduct and malpractice, which having the opportunity to discuss the details of is likely significant. Two negligent experiences of facility conduct within the state of VA have occurred, in two main hospital systems INova and VHC. Details of these instances can be described, but both have to do with a previous injury of which was causing recent complications (heel fracture). Details of UPMC of PA, are of relevancy to the arm injury sustained in CCP, of PA and extensive details of records in regard to technical interferences and/or other complications of receiving access to records can be provided. Including Verisma, ScanStat, UPMC SwellBox and paperwork indicating "patient not found" via mailed return after online request was made in Aug/Sept of 2023. In addition to all other areas of life affected, including labor, personal property care, childcare and numerous other areas of life to which drastic alterations in direct relation to the injury exist (in addition to character and reputation degradations resultant from the circumstances experienced post the injury). The AMA, American Medical Association and AHA, American Hospital Association, were both contacted via direct personal email addresses for members of their Board of Directors and Leadership. Initial contact has been attempted with the Council of State Government regional contact representatives and numerous other attempts to initiate communication on state, regional, federal and international levels. Contact has been attempted with the AHLA, American Hotel and Lodging Association, AirBnB Emergency Stay, Marriott Bonvoy and IHG, amongst others. Being homeless now in the Alexandria, VA area for over a year and despite local area requests for relocation (by mere assistance with a ticket of public transport, all of which have returned no facilitation of acquiring), this creates increased complications with gathering proofs of previous works, projects and plans/experiences within my undergraduate degree of BFA, George Mason University in Dance and Certifications within Yoga, Thai Yoga Massage and other areas of body therapy trainings. Having temporary accommodation "indoors" is of primary concern to conduct necessary actions within the given time period remaining. Video may exist of my dancing in the courtyard of CCP, Cumberland County Prison of PA just prior to the injury, as well as in parking garages of the Crystal City and Pentagon City area of Northern, VA. A government contractor that I lived with for two and half years prior to the pandemic beginning, was aware of my intentions to teach aerial yoga (and seeking a location to do so from). An iPad, that was taken has notes of choreography that was intended for numerous persons and was noted the same year of the arrest leading to the injury (an additional iPad has a brief site study from Ward Park in VA). Previous collected footage was incomplete and meant for further adaptions and performance or video, of which thefts have also taken place or not return of belongings. Search histories if sourced would indicate Reiki training interests, to add to other certifications already obtained. As well as interest in international travel for personal reasons with culture concerns and estranged relations reasons, where further studies and professional intentions were likely more opportune elsewhere. Choreographers work into later years of their lives and often do not formalize a company until later in age or once amongst the "right persons" or in a "geographic region" of interest to do so. Previously graduate studies in Intellectual Property were started for reasons of incorporation of audio, visuals & technology within personal works, unfortunately a combination of illness, financial strain and a severe heel injury ceased the completion of this endeavor. At the time though, due to having a minor in Philosophy with intentions to further the area to a Masters, the certification could have had multiple practical applications (for personal and professional, within business and the arts). A Brain Learning Program at UVM, was an alternate consideration post acceptance, consciousness studies, learning and neurosciences are and were of interest. Due to an injury in the year of 2014, student loans defaulted and were recently during the early years of the pandemic recovered to a positive standing, as with a recovery of credit (post years of having a 400 score, which was usually near to 700, brought back eventually to 600), taxes on a repayment plan, obtainment of identification and basic electronics etc... All of which have been taken and/or lost. Including having no negative marks for health bills, of which now likely numerous exist from CCP and elsewhere. Further details of persons who were contacted prior to the arrests and in what context, may be relevant to the arrest, the treatment within the facility, the legal conduct of misconduct of the public defenders, the physician's treatment (comments behavior, as well) and questionable persons within the facility (statements and what seemed possible orchestration). For this reason, questioning of multiple thefts of identification and electronics over the years and within airports, is a concern. This was also mentioned to the mental health reviewer for the prison who deemed incompetency. Search histories within the prison, may indicate an alternate reason for this (plausibly), which should be available via Nexus Lexus. -Preliminary information is provided above, with limited time for editing or formalizing.

Statute § 5524(7) Common Exceptions to the Statute of Limitations Deadline (Further Details will also be PROVIDED, In a Separate Message of likely Qualifying FACTORS & EVENTS) Political Representatives of the State of PA, I, Tiffany Anne Buckley sustained a severe injury of my right humerus bone on 02/05/2023. To the best of my knowledge, of recollection as the Emergency Room Reports have never been released, nor any initial injury details within the physicians' notes, just discovered the date on paperwork from a CCP, Cumberland County, Prison Officer Report incident date of 02/05/2023. Exceptions to statute of limitations as described by David Goguen online, list reasons for extensions of time periods and exceptions for declared legally incompetent persons, and defendants concealing roles in injury, of which both of these factors are likely justified to consider under present circumstances. As ongoing efforts of technological irregularities are persistent and can be exhibited, in addition to medical access to records concerns, I ask for advocacy in sourcing immediate legal representation to file for statute of limitations exception. Being currently without a phone and having encountered a multitude of phone applications not working to make or receive Wi-Fi calls, in combination with locked email accounts and another that says "full storage" despite deletion of enough necessary emails and file attachments to free space. As no ability still exists to make phone calls, emailing is necessary though it may be possible shortly after activation of a prepaid visa card just loaded with $20 to make a payment on SKYPE of $4 to use the phone on Wi-Fi. Numerous documents as attachments were sent to the attorneys of Morgan & Morgan in Philadelphia, PA recently. Thus far as the statute of limitations was rapidly approaching, sending information "somewhere," seemed of a timely concern to do. As lacking in having the Emergency Room Report Records, the date of injury specifically was somewhat questionable, and from recollection the contact attempted with firms in the states of PA, MD, VA, WV, NJ, CT, MA & DC all listed the date of incident as 02/07/2025, inaccurately. A message to state political representatives of the state of Pennsylvania sent yesterday, requested awareness of exceptions recognized in the legal industry regarding limitation extensions, of which it is likely that applicable circumstances exist, to do so. At this time numerous GMAIL email accounts are also returning "blocked message" replies and a ProtonMail Account is indicating "full storage," disabling the ability to send or receive emails. Post contacting numerous firms out of state, returns of communication received from firms interested in furthering communication and speaking of providing representation, have been unable to be replied to or called. A deeming of incompetence occurred within the state of PA, approximately two weeks post the injury from within the facility of CCP. No transfer was ever made to another facility, causing the need for a POA, in order to initiate any legal action, this also affected the appeal process to misdemeanor charge decided by Richard C. Gibney, who denied an appeal request made in the courtroom, posted the determination. Six months passed within CCP, in the year of 2023 declared incompetent and detained without medical treatment for the fractured humerus bone. The warden and the physicians were aware of the brace provided for the injury, not being of a fit appropriate to provide proper alignment or support and made no attempts to modify or supplement another mode of nonsurgical option(s). The Alexandria Detention Center, located on 2001 Mill Rd Ste 2, Alexandria, VA 22314, to the best of my recollection conducted Radiology of X-Rays in the month of August of 2023 of my right arm and unknown other views. As obtaining the original X-Ray Radiology reports from UPMC for the Emergency Room Visit on 02/05/2023 and all other X-Rays taken by the physicians Casey Kiser, MD or Matthew Garner, MD, has thus far not occurred contact was made with the Alexandria Detention Center and Sheriff Office employees, within the past select days. CSB of Alexandria, VA the Community Services Board located at the Mark Center, indicated cause for concern via malpractice of the employees, during visitations post release from CCP, of PA and return to VA. Erasing of the answers I provided and typed, to the questions being asked of, by the social worker conducting a mental health evaluation indicated malintent of appropriate representation of truths, mental health and other details. One reason for extension of a legal limitation is that others may be concealing responsibility. As I, having been in the state of VA in the Alexandria and Arlington areas, since being released, despite numerous requests for assistance with relocation; having the opportunity to discuss the rejections of Victims Assistance Program communications, denials of access to the library of GMU, denial of use of fax within the David's Place Day Shelter of Carpenter's Shelter, technical complications recorded within libraries of two counties mentioned, and numerous other circumstances encountered including within two major local airports, may indicate examples for the state of PA to consider just reasons for extension. As two individuals associated with law firms locally were contacted, prior to the events of PA leading up to the injury, ensuring unbiased intentions of the returned calls received from firms is near to impossible being homeless, not in contact with near to any persons and without financial resources to gather additional information. If an in person visit to the Arlington, VA, Morgan & Morgan office located on 4250 North Fairfax Dr, Suite 635, would facilitate delivery of any needed documents this is manageable immediately. Or alternatively, here in Shirlington Library located at 4200 Campbell Ave, Arlington, VA 22206. As mentioned previously, extensive records are within my personal possession locally currently, in Arlington, VA.
