Non Veterans violating HIPAA

Numerous VA clinics and hospitals across America are being "Audited" by non-veterans claiming to be "Journalist." 
First, they are not journalists, they are just civilians with cameras. They claim to be auditing those facilities to ensure their constitutional rights are being respected.
While they are videoing they incidentally and/or intentionally capture veterans personal information. When told to leave, they refuse, and the local LEO's do little to nothing about them trespassing.
There are only two options available to handle this matter:
1. Charge them with federal trespassing.
2. Tell all veterans they have the right to protect themselves and their information, by any means necessary.
I am sure option 2 is not what anybody wants. 
As a veteran I demand something to be done about those intruders, trying to steal our information. The VA is not a prisoner of war camp, where our information can be forcefully taken from us.
