Veteran with possible mental health issues with minor children residing in rental property

Good Afternoon Honorable McDonough, 

    I am in need of your assistance.  I am a retired veteran and back in February 2024, I rented my property located at:  2812 Groveland Avenue; Richmond, VA  23222, to a homeless veteran (Oleda Christian) with three children.  After serving over 30-years in the military, I wanted to help other veterans in need.  I worked very closely with Ms. Wendy McMorris, Virginia Supportive Housing and Ms. Erin Oremland,  Veterans Administration- (VA) with placing Ms. Christian and her family in my rental property.   Ms. Christian signed a lease agreement to move into the rental property on February 1, 2024.  In the lease agreement she signed, it clearly states "Quarterly visits to inspect the property".  

    Needless to say, on Monday April 22, 2024, I sent Ms. Christian an advising her it was time for a quarterly visit, and if she could let me know of a date/time in which we could meet.  In return, I received two very alarming email responses from the tenant ranting about numerous thing about her having a lot of stress in her life, and her not having food and shoes and she declined on my invitation to visit the property.  There were two "very concerning" emails from her.  I can forward a copy of both of them to you.  

   I sent a copy of the mail to Ms. Anthronique Ruffin, Richmond Redevelopment Housing Authority and Mr. Daniel Brayjuan, in hopes of them working with me and the VA on this matter.  Honorable McDonough, I am not a licensed clinician, but it clearly sounded by the tone and comments made in the email from Ms. Christian that she is going through some type of mental health challenges.  I am also very concerned with the safety and well-being of the minor children if she is not getting the proper help to assist her.     I do not feel safe in visiting my rental property and need the VA and Richmond Redevelopment Housing Authority to work with me with this tenant.   Respectfully, Karen Guadalupe, (757)535-4500.
